Expression of Interest is invited
for providing Consultancy Services for development and implementation of portal,
land enablement of a new building and scanning & archiving of existing old
physical record/documents into electronics as well as implementation of the
workflow enabled Document management System.
CDSCO is an organization responsible for approval / issuance of licenses for various categories of drugs such as blood and blood products, I.V. Fluids, vaccines, sera etc., either manufactured in India or imported. It regulates the manufacturing, sale and distribution of drugs through State Authorities and registers the manufactures, suppliers and importers for new drugs, clinical trials etc. It has four zonal offices at Kolkata, Mumbai, Chennai and Ghaziabad which work in close collaboration with State Drug Control Organizations.
Presently the whole system of interacting with manufacturers, suppliers and importers, which may be 8000 to 10000in number, is mostly by physical means for registration, evaluation, approval and issue of licenses or clinical trials. Huge amount of old physical documents are lying in various offices in steel almirahs and open racks since long time and their management is posing difficulty. These have to be scanned and archived in electronic form and implement a workflow enabled Document Management System.
Also for its new five storey building near ITO, Delhi (FDA Bhawan, Floor area 1000 sq m approx) it needs to computerize the whole drug control system in 3 floors by installing a LAN / WAN system and development /implementation of Portal for on-line processing of registration with workflow process, issue/renewal of licenses, dissemination of policy documents/ guidelines and user feedbacks as well as integration of old and new document management system.
The Drug Controller (India) invites Expression of Interest from well qualified and experienced organization with proven track record having access to latest technology, which could undertake such consultancy assignment for
1.
Planning, designing, engineering, estimation,
tendering, evaluation and implementation of the above system and giving training/ knowledge sharing for operation
team.
2.
Operating/managing and maintaining the whole system for
predetermined period and working out the
strategy for onward maintenance.
3. Finalizing the suitable timeline for accomplishing the whole target.
Interested consultancy firms may send their expression of interest in two covers, i.e., one financial and one technical enclosing their company profile, Audited Balance Sheets, similar designs completed within last 5 years (certificates from client. i.e., Govt. Organization may also be enclosed). Their turn over in computerization & web development services for the last three financial years shall not be less than Rs. Twenty five crore per annum.
Proposal must be submitted on or before 11th June’08 to the office of Drugs Controller (India), Nirman Bhawan, New Delhi-110011. The undersigned reserves the right to reject/accept any or all quotations without assigning any reason thereof
